With respect to C.O. Minute of 1890, and His Excellency's minute thereon dated 20.4.90
I would respectfully bring to His Excellency's notice the fact that under the provisions of Ordinance 8 of 1879, I am not "ex officio" a member of the examination board; each individual member of the Board is appointed by His Excellency as occasion demands, and is entitled to receive a fee with the exception of the Harbour Master:
